The president dressed in a dark suit and light blue tie waved to the pool as he strode through the halls of the Capitol.
He arrived around 11:50 am as Sen. Harry Reid was talking about Harriet Tubman, her toughness and fight for her freedom. A crowd of several hundred filled the Capitol visitor's center. Sen. Mitch McConnell spoke next of the 13th amendment's passage and was followed by Rep. Paul Ryan who noted that 650,000 people died in the Civil War to make real the 43 words of the 13th amendment.
Obama began speaking around 12:00.
