President Obama announced the administration's rejection of the Keystone XL pipeline, with Secretary of State John Kerry and Vice President Joe Biden at his side.

The remarks were carried live.

News outlets began reporting the decision about 11 am, well before the pool was brought into the Roosevelt Room.

The president arrived at 11:58, behind schedule for the hastily called event. He stood in front of the fireplace, the portrait of Teddy Roosevelt on horseback behind him. Photographers sat on low stools in the front row. The president read from text on two flat screen TVs.
