Vice President Biden arrived at Ottawa International Airport at 7:36 p.m. just as a snow squall intensified.
The biting wind and icy snow pellets kept greetings from Bruce Heyman, the American ambassador to Canada and David MacNaughton, his Canadian counterpart in Washington, to a minimum. One official's umbrella fell victim to the storm.

Vice President Biden arrived at Casa de Huespedes Ilustres at around 19:30.
He was greeted by President Santos, dressed with beige pants and a white shirt with a pin of a white dove.
Biden said "it's good to be back" and joked "should I take off my tie?" referring to the laid back style of President Santos (typical of this Caribbean coastal city).
They shook hands and the VP said "the whole world is shaking his hand now".

They then moved to a room inside of the Casa, where they sat side by side with the delegations seated in both sides of the room.
The pool was there for about 5 minutes, which started with President Santos telling stories of his time at the Naval Academy that is next to the Casa, and VP Biden remembering a time when he was arrested as a young man for walking onto the Senate floor.
Then Santos said that "today is officially the first day of peace with the FARC" and that the disarmament process will begin in 5 days.
VP said "it's remarkable what you've done. it's remarkable what Colombia has done", and remembered when he visited Colombia as a Senator and it was a "war zone".
He conveyed President Obama's personal congratulations.
