VPOTUS pool report #5, 9/29/15 -- Counter-ISIL summit arrival

At 11:46 a.m., Vice President Biden exited the U.S. mission to the
U.N. with the president of Cyprus, and the two walked across 1st
Avenue along with their entourages, with Biden's limo rolling
alongside, and over to the U.N. headquarters. They entered and
ascended a flight of stairs, where the VP paused in the crowded all
way and greeted an unidentified man heartily, with a clap on his back
and a chuckle. Your pool has inquired as to his identity.

We were led up another flight to a small viewing box where we have a
view of the summit on countering violent extremism. Attendees are
seated in a wood-paneled hall in semicircular rows. When we entered,
President Obama was sitting in the center of a raised dais in front,
flanked by National Security Adviser Susan Rice and Secretary of State
John Kerry on his right and to his left, U.N. Ambassador Sam Power,
Homeland Security Adviser Lisa Monaco, and Biden on the end.

Prime Minister Mateo Renzi of Italy was speaking, and when he
finished, POTUS turned the meeting over to Biden, standing to shake
hands with him and leaning in as the VP whispered a few words on his
way out. Biden took his place at the center of the dais with Attorney
General Loretta Lynch on his right and Homeland Security Secretary Jeh
Johnson on his left. He made no opening remarks and the summit is
ongoing.
